Ecolab’s Phillips Receives 2019 ACI Distinguished Service Award

ORLANDO, FL -- William H. Phillips, director of Regulatory Affairs for Ecolab, has been named the 2019 recipient of the American Cleaning Institute’s (ACI) Elva Walker Spillane Distinguished Service Award.

An environmental, health and safety expert in the cleaning products industry, Phillips joined Ecolab in 2003 and developed corporate environmental, health and safety (EHS) programs. He managed facility EHS audits, worker safety, product Safety Data Sheets and labels, product registration, ingredient inventories, corporate sustainability, and regulatory support of customers.

Phillips has served as Chairman of ACI’s International and Research, Technology & Regulation Committees, and supported numerous initiatives affecting the cleaning product supply chain, including:
•     Phosphorus regulations;
•     Implementing the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals;
•     Reforming of the Toxic Substances Control Act (TSCA);
•     Engaging with California regulatory initiatives;
•     Supporting intensive research efforts to showcase the benefits and efficacy of topical antiseptic products to meet stringent regulatory requirements by the Food and Drug Administration.

“Bill Phillips has been a stalwart expert resource on numerous research and regulatory initiatives undertaken by ACI over the years,” said Richard Sedlak, ACI Executive Vice President, Technical & International Affairs. “Bill’s expertise and dedication to excellence in science, health and safety has been invaluable to ACI and industry at-large.”

ACI’s Distinguished Service Award is named in honor of the late Elva Walker Spillane, the former National Purity LLC chief executive who served on the association’s Board for 20 years.

The award, handed out at the 2019 ACI Industry Convention, honors an individual for extensive or exceptional service to ACI, who promoted the growth and interests of the Institute and the industries it represents, and who exercised outstanding leadership within ACI.

ACI is the Home of the U.S. Cleaning Products Industry, and represents the $60 billion U.S. cleaning product supply chain. ACI members include the manufacturers and formulators of soaps, detergents, and general cleaning products used in household, commercial, industrial and institutional settings.
